Итак решение вопроса было такое, проверяем ветку в реестре:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\TermService\Parameters
Параметр ServiceDll должен иметь параметр:
%SystemRoot%\system32\termsrv.dll
В нашем случае было:
%ProgramFiles%\RDP Wrapper\rdpwrap.dll
После изменения параметра запускаем службу удаленных рабочих столов и переустанавливаем RDP Wrapper Library.
Причина такого поведения в нашем случае был встроенный антивирус, который удалил файл rdpwrap.dll и служба не могла запустится, после добавления в исключения папки RDP Wrapper и возврата параметра по умолчанию все стало работать, если служба удаленных рабочих столов выключена RDP Wrapper Library не может корректно установится и создать файл rdpwrap.dll в этом причина сломанной службы о чем windows честно и пишет не найден указанный модуль rdpwrap.dll.

When you attempt to start the Remote Desktop Services (“TermService”) service, Error 126 may occur. Here’s the complete error message:
Windows could not start the Remote Desktop Services service on Local Computer. Error 126: The specified module could not be found.
Cause
The error occurs if the file termsrv.dll is missing or corrupted. Another reason could be that the Remote Desktop Services ServiceDLL may be pointing to a third-party module, such as “%ProgramFiles%\RDP Wrapper\rdpwrap.dll
” (“RDP Wrapper.”)
Resolution
To resolve the Remote Desktop Services (“TermService”) service error 126, follow these steps:
- Open
Regedit.exe
and go to:HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\TermService\Parameters
- Double-click ServiceDll
- Set its data to %SystemRoot%\System32\termsrv.dll
(Also, ensure that the value type is REG_EXPAND_SZ instead of REG_SZ.) - Exit the Registry Editor.
Check if termsrv.dll exists
Additionally, make sure that the module termsrv.dll exists in the C:\Windows\System32
directory.
You may check the integrity of the file by running the following command from an elevated Command Prompt:
sfc /scanfile=C:\Windows\System32\termsrv.dll
If the above file is missing and Sfc is unable to repair it, run the Dism command. Alternatively, you can restore the missing file from WinBIndex.

You can try the following steps to check if the issue gets resolved.1.Restart the Windows Modules Installer service.
a)Press «Windows key + R», type «services.msc» and press Enter.
b)Look for the «Remote Desktop Services»and Stop it. Then Start the service.
c)Restart the computer and check if the issue get resolved.2.Run a system file checker scan and check if that helps
a)Type «Command Prompt»in the search box and run as administrator to bring up elevated command prompt. Note: Click ‘Yes’ if it prompts for permission.
c)In the command prompt type in the following command: ‘sfc /scannow’If a Windows Resource Protection (WRP) file is missing or is corrupted, Windows may not behave as expected. For example, some Windows functions may not work, or Windows may crash. The System File Checker tool (SFC.exe) scans for missing or corrupted system

Trying to establish a remote desktop connection but remote desktop services not working? Getting error 126 every time you try to connect? Well, error 126 is a common problem that users face when Windows is unable to process some important settings correctly. These settings are usually required for loading up a specific service. That’s exactly the case with remote desktop services error 126. If there is a file missing and Windows can’t process the settings required, it won’t be able to run remote desktop and will throw error 126.
So, what’s the solution? If you want to make sure the problem doesn’t persist and remote desktop services remain available on your computer, you must repair the settings causing the problem. Here are a few quick options you can try for that.
A Quick Fix: Temporarily Disable Your Antivirus
Yes, this is the simplest option to try and get rid of the remote desktop services error 126. Follow the steps below and see if you are able to get everything back to normal.
- Temporarily disable your antivirus for only a few minutes.
- Uninstall the service that is not working.
- Reinstall it before giving it another try.
- Run it again, with your antivirus protection still disabled.
- If it runs without a glitch now, add an exception within the antivirus software for the associated files.
It is common for antivirus programs to quarantine or delete certain files, DLLs, or patches associated with different programs, apps, or games. So, adding an exception for your desired services should fix the problem, and the antivirus engines won’t misinterpret those important files anymore.

Install/Update Microsoft .NET Framework
As mentioned earlier, it is common for Windows to present you with error code 126 when a dynamic link library (DLL) is missing. - Download the latest versions of Microsoft .Net Framework and Microsoft Visual C++ Redistributable and install them on your computer.

Install Available Windows Update
When you don’t regularly install Windows updates, you end up facing issues like remote desktop services error 126. So, all you need to do is install available Windows updates and resolve the issue you are facing. To do this, follow the steps below:
- Open the Windows menu on your Windows 10 computer
- Type ‘Check for updates’ in the search bar
- Hit the Enter key
- Click ‘Check for updates’ on the Windows Update page
- Install available updates
Once done, restart your computer and try to launch Remote Desktop services. Your problem should be resolved by now.
