Why you are posting in the forum, IE? Maybe the reason why you try to use the CP is to enter Internet Options? If so, you can do it without the help of Windows Explorer (at least on your operating system) starting (using the Task Manager if necessary): control.exe inetcpl.cpl
Otherwise what your problem probably means is that you have added something new to the root of the control panel which is not compatible with your OS, causing thus the Windows Explorer (not IE) crashing. In this case, the same way you could get in Add Remove programs without involving Windows Explorer by starting: control.exe appwiz.cpl

Control Panel System Windows Explorer has stopped working
When I press on the Control Panel, system, I get an error «Windows Explorer has stopped working» and then control panel stops. I get this error every time I have to perform this action. When I run my PC on Safe Mode, it works fine and I get no error and I’m able to run the options that appear when the ‘Systems’ option is selected. Other tasks in the control panel seem to work correctly. I also noticed that I get similar messages «windows Explorer or the program has stopped working» periodically when I perform other tasks in internet explore, etc.
I tried all the recommendations described in of KB/269949 and KB/929135 knowledge articles and many items in the Microsoft community, Microsoft and the Internet site. For example, update the video driver, auditor of file system (CFS), Virus scan, Mode safe, clean boot, memory RAM test, etc.. I also tried all the relevant actions I could think under the Microsoft Fix tool. Each of them has not solved the problem.
I have a laptop Acer Aspire 5742 G with ATI Mobility Radeon HD 5470 with 8 GB of memory, running Windows 7 with all the latest updates installed, so all drivers have been updated. I also use the last IE 11 with all updates.
If anyone knows a similar problem with Windows 7, Windows Explorer and Internet Explorer 11, or has a recommendation how to fix?

This is an update to my problem. It might be useful to others with similar problems.
My problem has not been resolved, but I decided to live with it. It was a difficult decision after a major disaster, I almost lost everything on my PC to try and solve the problem.
I put the finger on the problem with the graphics ATI Mobility Radeon HD 5470 version 8.741.1.5000 dated dated 25/08/2010 driver. I noticed that when I check for an update using Control Panel, Device Manager, select the graphics card above and updates, windows comes back with a message indicating that it is the best available driver.
I made the mistake to check the AMD website to see if there is a newer driver. According to their instructions and download their program, they recommended a more recent drive using the catalyst for AMD. The new driver is Version 14.301.1001.0 dated 15/09/2014 date. The same driver is also selected if I the Slimdrivers application user. With this new driver, the problem disappeared. In other words, I was able to use the Control Panel, System menu and access the submenus system without any problems. I thought I had solved the problem. I repeated the process and checked for the driver from the Windows Control Panel, Device Manager and look for the updates. Surprise. This review of windows update back to the original version of the 25/08/2010. The problem is back again. I repeated this process with re-installing Catalyst from AMD with the same results.
However, I noticed that the AMD Catalyst, never finished the installation and the installation crashed. Updated the driver before it crashed.
My major problem occurred when I tried to restart the PC with the new driver installed by AMD Catalyst. My PC and Windows would not start. He gave me a number of errors that the problem cannot be corrected. I tried all the solutions, Safe Mode, point to restore, System Restore and all the choices given in the articles from Microsoft. None of them worked.
Finally, after many hours, days and nights that I was able to use an Acer recovery disk, I created when I bought the laptop. One on the Image worked system recovery options and I could get my PC to a more ancient date. The driver is the original edition of 2010 the year with the same problem.
Therefore, I decided to live with the problem. I can access the submenus of system using startup and entering in the auxiliary system option in the search box. I wrote these submenus.
WARNING TO OTHER USERS. DO NOT TRY to UPDATE THE ATI Mobility Radeon HD 5470, 8.741.1.5000 driver version dated 25/08/2010, using catalyst of MCDA.
Furthermore, my assessment is that if I try to restore my PC to the factory default condition, once all windows updates are installed and I install my apps, the same problem will occur. If I did think I would lose a lot of useful applications, which I’m not sure that I can restore. I have a lot of useful data that I use for more than 20 years and I can’t afford to lose their jobs. I would live with the problem until something more grand occurs. In this case, I would by a new laptop. I would make sure that there no AMD ATI products on this topic.

I searched some other forum posts and can’t find anything that works

Ran antivirus/spyware
Disc chk
scannnow
shooting and antivirus (under msconfig) programs
nothing seems abnormal in the printer and device section
When I look at the errors, which seems to be the culprit: «KERNELBASE.dll, version: 6.1.7601.17651.
Because of this error, I can’t (or don’t know how) uninstall programs or doing anything in the control panel.
I tried to install ms office 2010 when it started past so now I uninstalled all older versions of office and can not install a new because it says I need to uninstall the old version of Groove (not sure that I have never used it).
I’m not good at this stuff so pls be kind in your explanations of what I should try.

PS, I have an improved version of Windows 7 and do not know where the drive is.
Try this:
1. press CTRL + ALT + DEL
2. Select the Task Manager
3. go to: processes > explorer.exe > end process
4. once go to: Applications > new task > explorer.exe
See if that helps.

I try to open my computer or control panel so I can uninstall something I think that may have caused a problem. When I try to do so, a window opens saying «Windows Explorer has stopped working». I don’t know what to do. I think it was some game, I installed recently which caused this.
Restart your computer in safe mode by pressing F8 just before windows logo appears after intervention by the bios. And see if you can open my computer or control for safe mode. If you then uninstall the program/game where you doubt. also run msconfig and remove startup programs that you do not use frequently and do not trust. Also if you have recently added a toolbar or of any custom theme and then disable it. then reboot in normal mode and see if the problem persists. It will be useful.

В общем, товарищи, такая бадяга — лет пять-шесть назад купили компьютер, и он практически с самого начала время от времени повисал фатально. Со сменой винд, глюк проявлял себя по-разному — то в бсод выкинет, то просто чёрный экран, но чаще в любой, совершенно любой момент изображение на экране разбивается на полосы а звук на фоне зацикливался и напоминал моторчик. И со временем это происходило всё чаще, до тех пор, пока он не начал не подцеплять монитор при загрузке. Потом это всё чаще и чаще происходило, приходилось жать кнопку перезагрузки до тех пор, пока он его таки подцепит. В итоге, он видимо перестал грузиться вообще, о чём свидетельствовало отсутствие звука запускающейся винды и то, что он не самовыключался единичным нажатием на кнопку выключения (только при удержании). Сдала в сервис, там сказали что северный мост сгорел, поменяли материнку и оперативку (сказали она тоже испортилась). И винду почему-то 64-разрядную поставили, хотя раньше всегда 32-шка стояла. Ну, работает, всё нормально, потом через какое-то время в некоторых играх время от времени резко уменьшался фреймрейт, глючило, и звук на фоне трещал. Но это проходило. Потом, после установки НЕТ Фреймворка версии 1 с чем-то (одна тупая фигня без этого старпёрского фреймворка не хотела работать), стал время от времени видео драйвер повисать и перегружаться в играх. Потом чаще. Ну, гуглю повисание видеодрайвера, на сайте майкрософт использую приложение Fixit, которое обещается всё починить, дескать. В итоге стало повисать вообще постоянно. Сношу драйвер, ставлю новый с Каталист контрол центром. Та же фигня, только ещё фееричней, с артефактами изображения. Опять гуглю. Советуют понизить частоту видеокарты. Ставлю MSI Afterburner. Только после выкручивания частоты памяти и ядра (а также выставления минимальных настроек), перестала игруля повисать (но остальные глючить впрочем не перестали). Но не тут то было, ещё пара дней проходит, так теперь вообще ничто не спасает, повисает в играх просто безостановочно, часто виснет просто при просмотре сайтов (не только виснет, но каким-то образом может вообще работу программы запороть, я этот пост например второй раз уже пишу ), ютуб смотреть тоже практически невозможно. После перезапуска драйвера идёт изображение радужными разводами (собственно, на скриншотах заметно) или курсор пропадает или ещё какая свистопляска. Сейчас собираюсь полностью сносить драйвер и каталист, чистить реестр и ставить по новой, но если смотреть на долгую историю болезни, то дело скорее всего в железе, а именно в видюшке, наверное. Я, имея весьма смутное представление о компьютерном железе, пишу тут, ибо как гласит название темы, это мотание жил на кулак уже слишком долго длится и надо что-то делать. Очень надеюсь на Вашу помощь…

Hello,
I am experiencing a small problem with my Windows Vista 64 computer. After I leave my PC idle for a new minutes and come back, I get the message, «Tablet PC Input Panel Accessory has stopped working.» I then choose, «Check online for a solution and close the program.» Then if I go to my Tablet PC Accessory, it appears to be working anyway. I thought upgrading to Service Pack 2 would fix this problem, but it has not. Has anyone else gone though this problem? Is there a fix out there? Attached is a jpeg of my error message.
