I experienced this very same problem, and right-clicking the setup file, then Run As Administrator solved it. (Credit to @Igwilliams, who suggested this in the comments).
This was actually very frustrating for me, because I was logged in as an administrator, but apparently that still wasn’t enough, I had to do the Run as Administrator thing as well.

How might I uninstall the previous version, which requires elevation too?

My answer assumes you already have adminstrator privileges, are you saying you’re being prevented from uninstalling python while being an administrator?

Exactly so. In the end I deleted the directory and removed python from my PATH and then installed from scratch. Not ideal though

This solved it for me. The installer asked me for admin privileges, and I granted them, but it was not enough. It only worked when I used right-klick and run as admin. (Python 3.7.9-64 on Windows Server 2016)

As for uninstallation, I ran into same issue. When it fails, click the link taking you to the logfile. At the top, look for the binary that was executed, in my case «C:\users\primary\AppData\Local\Package Cache\{1babc3bc-6a32-44f7-bf4d-60eec36c9ad1}\python-3.6.1.exe». Navigate to this path, and you can right-click and launch this binary as Administrator. This time, uninstall will be successful.

Login to the system using admin credentials and try installing it. Or when installing provide admin credentials to install it.

DisableMSI, type:REG_DWORD, value = 0 (0 should allow you to install, it was originally 1)

I get the following error when I try to install Python 3.9.1 on windows 10 0x80070659 The installation is forbidden by system policy. The log gives more information: [13A0:0FC0][2021-02-04T16:41:04]e000: Error 0x80070659: Failed to install MSI package. [13A0:0FC0][2021-02-04T16:41:04]e000: Error 0x80070659: Failed to configure per-user MSI package. [13A0:0FC0][2021-02-04T16:41:04]i319: Applied execute package: core_JustForMe, result: 0x80070659, restart: None [13A0:0FC0][2021-02-04T16:41:04]e000: Error 0x80070659: Failed to execute MSI package. I have looked on earlier posts and stack overflow and all suggest a registry fix to set DisableMSI = 0 in the registry, but according to windows documentation this doesn't apply to windows 10. Also the Installer folder which would contain this parameter doesn't exist. Can you help? |

Yeah, system policy is not something we can work around. If you can, maybe try installing for all users? (Under customised install options.) You might have to right click the installer and run as an administrator, which sometimes helps get around these policies. There's almost certainly nothing we can change that would prevent this, so we'll eventually close this issue as not a bug. But will leave it open for now to see if we can get you going. |

Oh, you might also be able to install Python from the Microsoft Store more easily - open the Store app and search for it. It's identical, just packaged differently. |

When installing python 3.10, I got an error installation denied based on system policy. The error logs showed 0x80070659: failed to install msi package. error 0x80070659: failed to configure per-user msi package. python
Enter any relevant error message caused by the crash, including a core dump if there is one.
Your environment
- CPython versions tested on: 3.10
-Windows 10 pro 22H2
This is likely a duplicate of #87293.
@ZfiXxtyN As far as our installer is concerned, this is a repeat issue. Windows rejected the install with the same Windows error number. You could repeat the web search done on the previous issue and see if there is any new information, or try the current Windows store python. As before, this is not a Python issue. Sorry.

I was able to fix this using the system policy section
