I like how the launcher tells you AFTER you hit play, certain mods are incompatible and THEN doesn’t give you an option to return back to the Launcher screen to apply changes before windows has a fit and crashes

there’s a launcher-installer-windows.msi in the main steamapps/common/stellaris folder, that will let you reinstall the launcher, when going through the launcher update, make sure to install the launcher to the correct location in local/paradox interactive/

Got a solution by myself.

Go to the the installfolder of stellaris to the installation file «launcher-installer-windows».
Go on properties than on the security tab select «Authentificated User».
Edit «Authentificated User» and check «Full Access/controll»

I Fixed the problem By Linking Steam And Paradox Accounts Then Reverting the game to an older version. This is from paradox itself and it 100% worked for me

Previously you were able to revert back to earlier versions of Paradox Development Studios (PDS) games at will on Steam. These specific versions predate the enactment of the General Data Protection Regulation (GDPR) — hence they are not compliant with the new policy.

In order to continue our endeavor to reach full GDPR compliance, we have designed a new system regarding the access to earlier versions of PDS titles: from the 1st of October 2018 onward all previous versions of PDS titles will be locked under a Steam password.

After 1st October, you will need to log into the Paradox Plaza website with your Paradox Account to access the codes for previous branches of each game that you own. This will, however, require you to link your Steam account to your Paradox Account. In an effort to comply with the GDPR, this is something we need to put behind the Paradox logins as it requires agreement to the Privacy Policy and Terms of Use to adhere to the GDPR guidelines.

How to switch to old branch versions:
Go to your Steam Library and select your game of choice.
Right-click and select Properties.
Under the “BETAS” tab.
Enter the relevant code retrieved from Paradox Plaza and click “CHECK CODE”.
Select the version you wish to play and wait for Steam launcher to finalize the switch.
If the previous step fails, exit the game, right click properties, local files, Verify integrity of game files and wait for all files to be verified.

Installer is no longer responding — Cant start the game

I freshly installed Cities Skylines on Steam on Windows 10. Starting it, causes to open a paradox launcher v2 setup. When I try to install it, it does nothing for a while and then the message: «installer is no longer responding» pops up. All I can do is click «retry», which leasd to the same message a few seconds later, or cancel. So the game is not starting for me because of this.
