Microsoft C ++ Visual 2009 SP1 (x86)»
Microsoft C ++ Functional 2001 SP1 (x86)»

SQLExpress server does not exist or access denied — Windows could not start SQL server (error 14001) — side by side error
Hi
When trying to open my software programme I’m getting the following error message —
Error (Server=(local)\SQLEXPRESS, Database=iris), Error = [unspecified error], Description = [[DBNETLIB][ConnectionOpen (Connect()).]SQL Server does not exist or access denied.]
I’ve
tried going into services.msc as instructed by the software support team to restart/start the sqlexpress — but at that point I get the following message —Windows could not start the SQL server (SQLEXPRESS) service on Local Computer. Error 14001: The application has failed to start because its side-by-side configuration is incorrect. Please see the application event log or use
the command-line sxstrace.exe tool for more detail.When reviewing the application event log — the side by side error reads as follows —
Activation context generation failed for «C:\Program Files\Microsoft SQL Server\MSSQL10_50.SQLEXPRESS\MSSQL\Binn\sqlservr.exe». Dependent Assembly Microsoft.VC80.ATL,processorArchitecture=»amd64″,publicKeyToken=»1fc8b3b9a1e18e3b»,type=»win32″,version=»8.0.50727.4053″
could not be found. Please use sxstrace.exe for detailed diagnosis.I’ve tried repairing Microsoft visual c ++, uninstalling and reinstalling it — as they suggested — but the programme still won’t open. They’ve now left me with the response «it’s a windows issue and we can’t help».
Everything seemed OK until an update was installed yesterday — I’ve tried restoring the PC to before the upgrade but still no joy.
Any advice would be appreciated!
Thanks
Last night after doing the normal patches via windows update, one of our production SQL servers won’t start this morning, and googling has been of no help. I’ve also run the sql installer repair, but it wasn’t able to start the service either.
When you attempt to start the service, you get this error popup:
«Windows could not start the SQL Server (MSSQLSERVER) service on Local Computer.
Error 14001: The application has failed to start because its side-by-side configuration is incorrect. Please see the application event log or use the command-line sxstrace.exe tol for more detail.»
The error log shows:
«Activation context generation failed for «C:\Program Files\Microsoft SQL Server\MSSQL10.MSSQLSERVER\MSSQL\Binn\sqlservr.exe».Error in manifest or policy file «C:\Windows\WinSxS\manifests\amd64_policy.8.0.microsoft.vc80.atl_1fc8b3b9a1e18e3b_8.0.50727.4053_none_06328ff5fd1670fc.manifest»

The file in question hasn’t been altered since 10/26/2011, but when you open it in a text editor, its just garbage in there:

I’ve tried reinstalling the microsoft C++ executable as suggested a few places online, but that hasn’t fixed the problem. I really don’t want to reinstall this entire server if possible. Does anyone have any ideas?
