1. Run the Windows Update troubleshooter

2. Click on System and select Troubleshoot.
3. Navigate to Other troubleshooters.
4. Click the Run option for the Windows Update troubleshooter.

2. Restart the Windows Update service 

1. Hit the Windows + R keys to open the Run command.
2. Type services.msc and hit Enter.
3. Locate Windows Update service, double click on it and select Properties.
4. Navigate to the General tab, under Startup type, select Automatic from the drop-down options, and click on the Start button.
5. Next, click Apply and then OK.

Consequently, check with the BITS service and ensure you restart it too. The Media Creation tool may fail to connect because you were probably using a standard user account, and even after the switch to one with elevated permissions, you will need to restart the service and then run the tool again.

3. Disable your antivirus temporarily 

1. Hit the Start menu icon, type Windows Security in the search bar and click Open.
2. Click on Firewall & network protection, then select Public network.
3. Locate Microsoft Defender Firewall and toggle the off button.

4. Run DISM and SFC scans

1. Hit the Start Menu icon, type cmd in the search bar, and click Run as administrator.
2. Type the following commands and press Enter after each one:DISM.exe /Online /Cleanup-Image /Restorehealth sfc /scannow

5. Reset Windows update components 

1. Hit the Windows key, type cmd in the search bar, and click Run as administrator.
2. Type the following commands and press Enter after each one: net stop bits net stop wuauserv net stop appidsvc net stop cryptsvc Del "%ALLUSERSPROFILE%\Application Data\Microsoft\Network\Downloader\*.*" rmdir %systemroot%\SoftwareDistribution /S /Q rmdir %systemroot%\system32\catroot2 /S /Q regsvr32.exe /s atl.dll regsvr32.exe /s urlmon.dll regsvr32.exe /s mshtml.dll netsh winsock reset netsh winsock reset proxy net start bits net start wuauserv net start appidsvc net start cryptsv

6. Perform a clean boot

1. Hit the Windows key, type msconfig, and open System Configuration.
2. Switch to the Services tab and select Hide all Microsoft services.
3. Click on the Disable all button, then hit the Apply button to save the changes.
4. Go back and click on the Startup tab, select Open Task Manager then click OK.
5. In the Startup tab of the Task Manager, Disable all the Enabled startup items.
6. Close Task Manager and restart your PC.

Every time when I call CreateDownload on a BackgroundDownloader in my C# code for a Windows Store application, I get the following exception: Exception from HRESULT: 0x80072EE4. I have declared all necessary capabilities in my package file.

When I try to run the Windows 8.1 Background Transfer sample, I get the same exception at the same method.

When Googling on 0x80072EE4, it is suggested that moving Temporary Internet Files would solve the issue. In my case, it didn’t work.
