Причина
Эта проблема возникает из-за состязания, которая может возникнуть при применении политики компьютера и пользователя в то же время.
Решение

Предварительные условия
Для установки этого исправления необходимо иметь Пакет обновления 1 для Windows 7 или Windows Server 2008 R2 установлен.
Необходимость перезагрузки
Может потребоваться перезагрузить компьютер после установки данного исправления. По умолчанию Групповая политика обновляется в фоновом режиме каждые 90 минут. Если необходимо обновить групповую политику раньше, после установки данного исправления выполните следующую команду:
gpupdate /force

I have been unable to successfully copy files using Group policy preferences, for this particular case it is returning error 0x80070003. Any suggestion concerning troubleshooting file preferences would be appreciated.

Hi,
Thank you for your update.
What’s the version of your client machines? If the clients are Vista and UAC is enabled, this issue may occur. UAC protect C:\Windows folder and users cannot files directly into this folder. Please also try to create a c:\test or c:\windows\test folder to see if there is any progress.

Do you have only the domain controllers as your DNS servers on each DC? Are they pointing at themselves and each other?

You may need to consider setting Burflag to D2 on the DC you are facing issue with. If your DCs are running 2008 or above, move to DFSr.

Users logging into Win2k8 R2 Servers via RDP randomly wont get their session printers via GPO Printer Preferences. The same user will logout and back on and and the policy will apply. We have around 40 pinters in the policies using item targeting by terminal
