Есть 2 контроллера домена. На первом (PDC) настроена синхронизация времени NTP на маршрутизатор Cisco, на которой поднят сервер NTP.
По незнанию решил настроить вторичный DC на ту же Cisco.
w32tm /config /manualpeerlist:192.168.1.254 /syncfromflags:manual /reliable:yes /update
net stop w32time
net start w32time
w32tm /resync
Отправка команды синхронизации на локальный компьютер

Добавлю еще рекомендуемую
литературу для обязательного прочтения, и напомню о том, что не важно от используемой Вами среды виртуализации, в настройках виртуальной машины с
контроллером домена синхронизацию времени необходимо убрать.-

Hello,
how in detail is your time setup configured? Port 123 UDP MUST be open for time sync.
If that machine is the PDCEmulator, your screenshot is too small to view, assure it is configured to a NOT domain time source or the local CMOS(not recommended) from the command line with w32tm. There is no need for manual changes in the registry.
